According to our report by Chen Ke,on the 28th, the National Automotive Design and Development Council of Nigeria (NADDC) concluded a 10-day inspection to Chengdu and Chongqing, China and signed a tripartite cooperation memorandum in Chongqing with China Automotive Engineering Research Institute Co., Ltd. (CAERI) and Sichuan Hejia Industrial (Group) Co., Ltd. (Sichuan Hejia Group)

This visit is a milestone achievement reached after nearly half years of continuous communication and preparation, building on the initial cooperation established during the visit of Sichuan Hejia Group to Nigeria (NADDC) in October 2024. As the host of this China trip, Sichuan Hejia actively integrated upstream and downstream resources of the industry chain, creating a platform for in-depth exchanges and on-site cooperation between China and Nigeria, taking a crucial step towards focusing on full-chain collaboration and co-building the China-Nigeria automotive industry cooperation platform.

The Nigerian NADDC delegation, composed of NADDC Director General Osanibin, Director of the Department of Policy, Planning and Statistics Musa, Special Assistant to the Director General Babatunde, Technical Assistant to the Director General Rosilu, Deputy Director of the Department of Policy, Planning and Statistics Modi, Industry Development/Technical Officer of the Federal Ministry of Industry, Trade and Investment Adetoro, Quality Compliance Officer Samuel, Senior Planning Officer of the Department of Policy, planning and Statistics Jimada, and Sichuan Hejia Group Business Representative in Nigeria Ladi, was first welcomed by the Chengdu Federation of Industry and Commerce during their visit to Chengdu. The delegation visited Chengdu Longquanyi Auto City, conducting research on representative companies in various sectors including the Longquan Auto Industrial Park, intelligent vehicle manufacturing, intelligent connected vehicle factories, auto parts manufacturing, low-altitude smart transportation, hydrogen storage systems, CNG cylinder manufacturing, skid-mounted CNG collection and mobile transportation, solid-state battery production lines, agricultural vehicle solutions, and new second-hand vehicle trading and lifestyle complexes during the five days. The delegation's visit to Chengdu included special visits to three leading manufacturing enterprises controlled by Sichuan Hejia Industrial (Group) Co., Ltd — Chengdu Chengbao Development Co., Ltd, CHINA Chengdu Auto Parts Co., Ltd, and Sichuan Feiqiu Group Co., Ltd. They also conducted a dedicated inspection of the smart transportation application system applied by Chengdu Chengbao Development Co., Ltd to the Transportation Operation Management Platform of the Weiyuan County Bureau of Transportation.


The delegation visited the China Automotive Engineering Research Institute (CAERI) Technology Exhibition Hall, the Vehicle Safety Center, the Environmental Protection Center, the Testing Ground, the Special Vehicle Company and its subsidiaries such as Kairui Power in Chongqing. These on-site visits comprehensively showcased China's automotive industry, from manufacturing to smart manufacturing, from industrial chain integration to the construction of standards systems, providing a reference for the standardization, scaling, and sustainable development of Nigeria's automotive industry.

The delegation conducted in-depth technical exchanges and cooperation discussions with expert teams from CAERI and Sichuan Hejia Group on themes such as automobile standards export, testing system construction, new energy and intelligent networked technologies and talent cultivation. At the same time, all parties also held focused discussions on the introduction of CNG vehicles, modification services, localized parts manufacturing and planning of refueling station networks, providing a systematic Chinese solution for Nigeria's clean energy transition.

Zhou Yulin warmly welcomed the visit of Osanibin, Secretary General of Nigeria's NADDC, Musa, Director of the Department of Policy Planning and Statistics, and Xia Chaojia from Sichuan Hejia Industrial (Group). He stated that CAERI will fully leverage its strengths in automotive standards development, testing and certification, and natural gas vehicle technology to work together with the Nigeria Automotive Design and Development Council and Sichuan Hejia Group. Through multifaceted cooperation, aiming to contribute Chinese expertise and power to the technological advancement and industrial upgrading of Nigeria's automotive industry.

Osanibin stated that this cooperation not only aligns with Nigeria's national automotive industry plan but will also help achieve the localization of production and technological upgrading of Nigeria's automotive industry. He believes that through the tripartite cooperation, Nigeria will more quickly advance its natural gas vehicle conversion plan, improve vehicle standards and testing certification and thereby promote the entire automotive industry chain.

Xia Chaojia stated that Hejia Group as an important participant in China's automotive industry, has been deeply engaged in the research, manufacturing and supply chain management of automotive parts for nearly thirty years, accumulating rich experience. Sichuan Hejia Group is willing to work together with CAERI to provide support and strategic cooperation for Nigeria's NADDC in areas such as joint industry standards development, technology empowerment, talent training, industry-university-research collaboration, and green transformation to jointly explore new pathways for the development of the automotive industry in Africa.
